People with special needs represent a part of any community and have the right to a decent life
that must be provided to them according to international treaties and norms of humanity. Also,
people with special needs can contribute to the community development as far as the rights, care
and services they receive.
The preservation of the rights of these groups, is one of the main duties of governmental and
non-governmental organizations as it may increase the loyalty of these groups to the community.
Among the most important rights of these groups are the need for enacting a special law to
protect the rights of these citizens and maintain their dignity, establishment of the council taking
after their affairs, similar to practices in many countries all over the world, and issue an ID card
for the disabled determining the quality and degree of his/her disability. This an ID card should
be official and compulsory for all government institutions and non-governmental service and
non-service organization. It is thought that, such an ID card can avoid the disabled a lot of
physical and psychological difficulties as it demonstrates his/her needs and the services he/she
needs. It should be noted that the current ID card is of limited importance, and used only by the
disabled to take advantage of them in transportation.
